On March 10, 2008 China Customs approved Customs Order #172 outlining new advanced manifest requirements for conveyances into and out of China beginning January 1, 2009. According to the Customs Order, advanced manifest information must be transmitted to China Customs according to the following timeframes:

INBOUND TO CHINA

Ocean Import Manifest

• For container vessel – 24 hours prior to container shipping
• For non-container vessel – 24 hours prior to vessel landing in the first port in China

Air Import Manifest

• For transit time under 4 hours – prior to plane departure at origin
• For transit time over 4 hours – 4 hours prior to plane landing at the first airport in China

OUTBOUND FROM CHINA

Ocean Export Manifest

• For container vessel – 24 hours prior to container shipping
• For non-container vessel – 2 hours prior to cargo loading

Air Export Manifest

• For air – 4 hours prior to cargo loading
